i'm dave clark. >> i'm tori campbell. it's monday, march 25th. a car involved in a high-speed chase may also be tied to an armed robbery and two shootings. tara moriarty is live in hayward at the scene of one of those crimes. with details on the chase also and possible gun connections. good morning, tara. >> reporter: good morning. this is where police say an innocent bystander could have been killed. he's doing okay. the police believe the suspects could have been linked to an armed robbery in san jose. here's the intersection where the drive-by shooting happened and police were led on a wild chase through three east bay cities late last night. our cameras caught the chase north through 880. police tried to pull the driver other in hayward for dui and reckless driving. but he sped off through san leandro and oakland. the car spun out of control between 580 between harrison

and park and police cars slammed into it to box the car in. officers say people were throwing things out on the roadway. they never found the objects but officers did find weapons inside the vehicle when it finally stopped. >> they pursued the vehicle in oakland where it crossed across the center median. the three occupants were taken into custody from there. >> reporter: police believe those three could be tied to a shooting in hayward early yesterday afternoon. a man was driving with his wife and child at tennyson and kalaroga when he was struck by a bullet and taken to the hospital. he's expected to survive. a hayward police officer tweeted around midnight that they had three suspects in custody in a high-speed chase that were involved in a san jose armed robbery and shooting. we've been in touch with police. they say the robbery unit is not expected to be until 8:00 this morning. as soon as we get confirmation on that, we'll be sure to pass it a -- it along to you.

tara moriarty, ktvu channel 2 news. police in south san francisco searching for a serial arsonist. police say three fires were deliberately set saturday night and sunday morning in orange park and near el camino real. they were all quickly put out. they caused very little damage. if you have any information, get in contact with san francisco police. this is a pivotal week for people on both sides of the gay marriage debate. the supreme court will hear arguments on two same-sex marriage cases including proposition 8, california's ban on gay marriage. brian flores joins us with a local couple right in the middle of the debate. >> reporter: after years being denied the right to marry, a local couple says now is the time for the u.s. supreme court to overturn proposition 8. we recently talked to the couple. they are the plaintiffs in the debate over prop 8. on tuesday, the u.s. supreme court is scheduled to hear their case,

otherwise known as holyingsworth verses perry. they've been together for 14 years and have raised three boys. >> family, it's an important struggle. there's been sacrifice. at the same time, it's a huge honor. >> reporter: now, perry and steer the say they will travel to -- steers say they will travel to washington, d.c. to hear the argument. it's not believed the justices will yorn turn the ban in -- overturn the ban in california. >> i think the justices will realize if proposition 8 is overturned and if new right to redefine marriage is found in the constitution, you are essentially throwing out the votes of 31 million americans to define marriage, the common sense view of marriage. >> reporter: officially the justices are expected to decide until summer.

from washington, d.c. to the bay area. two sacramento men are facing charges in santa rosa on suspicion of forcing two men into prostitution. police say 23-year-old when harris brought the -- glen harris brought the women to san francisco and that 25-year-old jerome martin helped him. police started to investigate the man after responding to a domestic violence call. they organized a sting operation at a local hotel using information one of the women posted on the internet. jerry sandusky, now a convicted sex offender, has given his first interview since going to prison. in a phone interview with the maker of a documentary called "framing paterno," sandusky says he doesn't believe that joe paterno thought he was a pedophile. he also says key testimony from michael mcqueary changed a lot. sandusky is serving of at least 30 years after being convicted of counts of child sexual

abuse. tomorrow, the san jose city council is expected to formally approval a $7 million incentive package for samsung semiconductor. the deal was outlined in an august signing ceremony in city hall with governor brown, chuck reed and samsung's executive. the package includes tax breaks and equipment reimbursements. the city of austin, texas was offering similar incentives in an effort to get samsung to move there. sal is back. don't tell me we have caltrain delays, sal. >> we do. as a matter of fact, we do. unfortunately, these delays to be for a while, tori and dave. this is because of a train, a northbound train, 211, apparently hit someone. this is reportedly. we're trying to confirm. northbound train 211 has hit a pedestrian in mountain view. we can go to the maps. i'll show you that the area here that's where the train

the community worked together for months to create the wall made out of ceramic tile. it honors the eight people killed in the 2010 explosion, including three members of the church. 38 homes were destroyed. many san francisco schools don't force students to say the pledge of allegiance every day. the "chronicle" reports some school kids don't even know what it is. some schools consider the pledge outdated and even unnecessary. others skip it just to save time. and no particular pattern to who says it and who does not. it's complete lit up to school principals or the individual teachers. 7:11. bioterror risk. why there are new concerns about labs that experiment with life-threatening germs? and feeding babies. the common mistakes most parents make can be setting up their children for very serious problems.

underway in just a couple of hours. good morning. >> reporter: good morning. the bankruptcy trial for stockton gets underway in two hours at the federal courthouse in sacramento. officials are very nervous because the judge is only giving them a small amount of time to present their case. city officials admitted they didn't manage their money properly when times were good. they akum dated about a billion dollars in debt. stockton will continue to negotiate with creditors. that trial gets underway at 9:30. city officials are confident they can do this.

back to you. britain's prince harry will visit -- visit the united states in may. he made headlines after being caught naked traveling around. he will be traveling from may 9th until the 15th. one of his scheduled stops includes a visit to new jersey to tour the damage from superstorm sandy. but in stops have been announced for california. a palestinian official says the u.s. is hoping to bring jordan and egypt into efforts to start israel/palestinian negotiations in coming weeks. efforts to restart the peace process come after president obama visited the middle east last week. israel says it is ready for immediate talks. the palestinians say israel must freeze settlement building on lands captured in 1967, before they will hold talks. 7:17.

a federal watchdog group just released a report this morning saying the nation's bioterrorism labs are not secure. ktvu's kyla campbell in our washington, d.c. newsroom. you've been reading the report. are any california labs in that report? >> reporter: well, dave, uc berkeley does have what's considered a high biotrirm lab one the report released from the government accountability office does not single out anything. the deal with bioterrorism weapons have not been implemented. the department of agriculture and the centers for disease control monitor the inspections for these labs. the government accountability recommended creating a new single entity to watch over these labs but the federal government says it's not in the best interest of national security to use money and other resources that way.

the government accountability office found two main failures with safety and security at some of those 350 labs around the country. we'll dig deeper into those so- called failures when i see you next hour. kyla campbell, ktvu channel 2 news. well, "new york times" reports the cia has been helping arab government send weapons to the syrian rebels. reportedly, cia officers helped arab governments shop for those weapons including a very large purchase from croatia. and "the times" says the cia helped determine which rebel commanders get those weapons. 7:18. lawmakers may be closer to passing a new online sales tax. the senate has approved a non- binding amendment that would allow states to collect sales tax from online retailers that gross more than a million dollars. the vote was mostly symbolic

but could lead to legislation. they could only be taxed if the retailer has a physical presence in their state. an investigation into contributors is expanding this morning. the huffington post reports the state's fair political practices commission has issued a dozen subpoenas for the small action committee. the p.a.c. reported receiving $11 million to defeat a tax hike backed by governor brown and to pass a measure that would have curbed union spending on elections. california law requires contributors continues those be disclosed. most babies are being fed solid food too soon, it's reported. mothers say they gave their

gabrielle was inside. police don't know if she was strapped in. police say somebody came in here, stole the car with the little baby girl in the back seat and took off. so they've issued an amber alert for this jeep. we have 6 bwk 440 as the license plate number. and that's the license plate and the car they are looking for. we've not seen the parents out here in the neighborhood. we believe police are interviewing them right now. but again, a huge police response. we're trying to get more information from the lieutenant but the only other information that i have here about this 2006 white jeep that they are looking for, there is apparently two bumper stickers on the back rear windshield, baby bumper stickers. that may help anyone who sees this car to call police. more information coming up in

northbound 101. we can still show you the 101 picture. fortunately, they got it off the freeway. northbound 101 is backed up from 280 in san francisco because of this problem that just moments ago was cleared. let's take a look at mountain view. there is a big problem on caltrain this morning. caltrain has hit a pedestrian, northbound train 211 is out of office. they are trying to set up a bus bridge for caltrain passengers. major delays. if you take caltrain, this will be a major delay for you. the bay bridge, westbound, the traffic is moving along relatively well for this morning. they've cleared the stall. the amber alert, the signs should be going up on all of the freeway. that could affect traffic as people are slowing down to copy down that license plate we just mentioned. let's go to steve. thank you, sir. we have mostly cloudy skies here. a lot -- well, low clouds and also some higher clouds. it will be cooler. 50s, 60s coast and bay.

we have a system coming in. that's definitely spinning in the high cloud deck. 36 napa airport along with .25 of fog. 43 in santa rosa, also fog. a lot of 30s and 40s with this partly to mostly cloudy conditions. the low responsible for this is heading up to oregon. there may be a stronger system coming in but for today, 50s and 60s for most. with the west wind in place through the delta it will take the edge off some of the temps today. most of the week looks like a little bit cooler. looks like we'll cloud it for the weekend. coming up we'll have more on the amber alert issued in the south bay. an 11-month-old baby inside the car that's stolen. and what the coast guard is telling us for a missing man in the bay.

7:29. we want to update you on the breaking news from san jose. police have issued an amber alert for a missing 11-month- old baby who is in a stolen car. ktvu's janine de la vega joins us live, once again, from near story road and jackson in san jose with an update.

good morning, janine. >> reporter: good morning. behind me is amador court. i just spoke with a police lieutenant who says every single unit in the city is aware of this case of this amber alert and they are working on this case, searching for what appears to have been a car, a 2006 jeep cherokee that's white that was stolen from this neighborhood. we're told that in the back seat in a baby car seat was an 11-month-old, a baby girl. her name is gabrile quintero. there is a huge police response here. right now they are driving around the neighborhood looking to see if many the person didn't realize that this little girl was in the back seat and maybe they will drop off the car. i want toive go you the license plate number to be on the lookout for. it's a 2006 white cherokee jeep. it's california license plate, 6 bwk 440.

we're told there may be some bumper stickers on the back rear-view window, some sort of baby bumper stickers. inside the back seat is an 11- month-old girl, gabriel quintero. the police just contacted the highway patrol. we're not sure if the amber alert signs are up. this is definitely an amber alert that's been issued here. they are taking this very seriously. every police officer in the city is aware of this. there are in the process of interviewing the parents, at least what they think might have happened. one of the parents was warming up the car in the driveway. had the baby girl there, somehow went back in the house when they came out that car was stolen again, with their daughter inside. we'll have more on this as soon as more information becomes available. reporting live from san jose, janine de la vega, ktvu channel 2 news. 7:31. the coast guard has called off the search for a man who disappeared on the beach near

half moon bay. pam cook is in the newsroom to tell us some of the strange details of what happened out there. >> it really sounds like a mystery. coast guard helicopters spent several hours looking for a 22- year-old man reported missing in half moon bay near pillar point. carlos javier lopez was on the beach with friends. his friends say they turned around and he was gone. >> pretty strong current. dead low tide. it was pretty dangerous, obviously whoever went out there got knocked down and the water took control after that. >> the u.s. coast guard issued a release saying the man was last seen in the surf at about 2:48 yesterday afternoon. he was reportedly playing football on roosevelt beach with friends at the time. so perhaps he went into the water for a moment. we did call the coast guard this morning. at this point, no plans to

resume the search unless there's a major new development but we will be in touch with the coast guard throughout the morning for any updates. pam cook, ktvu channel 2 news. >> thank you, pam. 7:33. overnight in richmond, a teenager was stabbed and seriously injured. it happened around midnight on moreno way. a teen was found in the streets and later airlifted to the hospital in critical condition. so far, no arrests have been made. and the investigation continues. san jose police continue to investigate a deadly stabbing. it happened friday afternoon on north first street not far from the santa clara county jail. police are looking for 25-year- old juan ramirez. he's accused of killing his former girlfriend, sandra cruz gonzalez. they say he may be driving a dark green, 1996 toyota t-100 pickup similar to this one and he may be headed to mexico.

happening now -- secretary of state john kerry has arrived in afghanistan on an unannounced visit. kerry is meeting with afghan president, hamid karzai, amid concerns that karzai may be jepertiseing progress in the war there -- jeopardizing progress in the war there. he also met with anotherry al- nourile al-maliki -- nouri al- maliki. negotiations broke down over whether the u.s. would have the power to block the release of some detainees. an agreement over the weekend gives the u.s. the power to veto the release of prisoners. the death of a soldier from hayward is being mourned by his family and friends.

james grissan died on thursday after being wounded in afghanistan. he was a graduate of mount eden high school, earned an associate's degree from the arts of san francisco. he is survived by his wife, parents and sister. the parents of a contra costa county marine killed in a murder-suicide will fly to washington, d.c. this week to bring the body of their daughter home. officials say sergeant eusebio lopez of pacifica shot and killed 19-year-old sara castromata of oakley on thursday and then turned the gun on himself. also shot and killed, 23-year- old jacob woolley of mississippi. all three worked at the school in quantico, vz -- virginia. >> i just miss her so much. >> the washington post reports this may have stemmed from some

time of romantic entanglement. he served two tours in afghanistan before becoming an instructor in quantico. the banking crisis in cypress appears to be over. the country received a $13 billion loan from international cre idors overnight -- creditors overnight. large account holders will lose some money and that will help cypress replace most of the money required by lenders. the head of the international monetary fund says they can help out. >> i expect to be in a position to make a recommendation to the board in the coming weeks and that recommendation will aim at including the financial parts of the situation. >> cypress had been shut out the international banking for nearly two years. today, crews are getting ready for the big electronic toll switch at the golden gate bridge. crews will hang an electronic

sign at the toll plaza today and then early wednesday morning that sign will be turned on and drivers will no longer stop. during the first days of all electronic tolls there will be bridge employees standing near tollbooths to wave through traffic. 7:37. in san mateo county, the wait is almost over for drivers along the coast. the new devil's slide tunnels could open as early as today. alex savidge is live in pacifica where a ceremony will take place later this morning. alex? >> reporter: decades of crashes and closures here at devil's slide finally some relief for drivers who drive this section of highway 1. later on today, caltrans will be officially unavailabling these two new tunnels, the highway 1 bypass we're standing inside of one of those tunnels right now. this project costs just over $400 million to build these tunnels. and they have some very neat features. among them, some carbon

monoxide detecters they've placed inside the tunnel and they have these large fans up on the ceiling. those are to clear the air in case of a fire. crews have been working on this project for the past eight years. these tunnels create a safe and problem-free way to get between pacifica and half moon bay. drivers will now be able to avoid a section of 1 that over the years has been plagued by mudslides and rockslides and in many cases the two-lane roadway has been closed down for months at a time, stranding people in coastal communities and also hurting the local economy. >> these tunnels are gonna bring peace of mind to these local communities. the next time we have a heavy winter storm they won't have to worry about their life line being closed most of the time. >> reporter: caltrans will be holding a ribbon-cutting ceremony at 11:00 this morning. it will feature local lawmakers that helped push this progress along. also in attendance will be the

late widow of tom lantos, who the tunnels are named after. ribbon-cutting ceremony is not open to the public. this took quite a bit of work, a lot of boring to build this tunnel. you can see some work trucks still driving by. there's still some last-minute work, some lane configuration that has to happen following the ribbon-cutting ceremony later on this morning. caltrans is hoping to have that lane configuration work done hopefully by later tonight and possibly tomorrow and that's when the public will be able to drive through the tunnels. sal, this will be a big deal for commuters in the area, right? >> it sure will. that means cars can no longer be at the mercy of a bad commute on devil's slide, alex. we're watching that. this might be time saving

there. i want to mention we have some things going on. you can see the traffic here is backed up for about a 15-minute delay. its improved a little bit coming into san francisco with no major problems into the city. we're also looking at the commute in san francisco, northbound 101 is better. however, it's still slow from silver avenue up to cesar chavez because of earlier problems. mountain view, highway one the traffic looks good. there is a caltrains accident. our newschopper2 has just arrived on the scene at this intersection in mountain view. and guys, if you can look at diablo, you can put that up. newschopper2 is showing the theme here at caltrain where this intersection is blocked. train northbound 211 hit a person this morning about an hour ago and all of the trains northbound have been stopped and this spwnt -- intersection

is blocked. caltrain will get a bus bridge to serve the stranded passengers but major delays on caltrain. we're on the scene. we'll let you know more about this straight ahead. let's go to steve. we have a lot of low clouds in place, helped along by a weak system coming in, mainly clouds. it won't bring us any rain. maybe later in the week. but the low clouds and a westerly breeze means a cooler pattern. the low itself trekking up to the oregon border. a lot of high clouds working their way over us. also some fog out there. a couple of reports of about .25 visibility. overall, look for a cooler day. mainly coast and the bay. with the onshore breeze in place, that will definitely make a little bit of a difference. san francisco should be 62 this time of year on the high side. we're going slightly below it, 59. 54 at noon. a lot of high and mid-level

clouds. 30s, 40s to 50 degrees on the temperatures. it just depends on the clouds. it's cold for some. still a westerly or a -- southwesterly breeze in place. 26 in tahoe. 36 in ukiah. 50, 60s at palm springs and look at this big snowstorm right -- parked right over cincinnati. from the great lakes to the deep south, records. springfield, illinois had 18 inches, greatest amountser -- amounts late in the season. so the pattern is locked in. we get these weak systems until it all breaks down. partly sunny, high clouds, combination of the low and high clouds. 50s, 60s, a couple of very, very low 70s. mainly 60s. temperatures kind of sliding back to where they should be this time of yooer for many.

francisco's tenderloin neighborhood plan to hold a meeting on a plan that would allow police to use tasers. greg suhr has asked the san francisco police commission to approve a pilot program that would allow officers trained in crisis intervention to carry tasers or stun guns. but opponents say tasers can cause serious injuries or death and have cost other cities millions of dollars in lawsuits. 7:49. in overnight news, a stabbing victim recovering from surgery after an attack on a street in santa rosa. if happened last night on hughes avenue in the city's roseland neighborhood. investigators say the victim suffered a punctured lung after being stopped by several men. still not clear what led up to the violence. the deputies say the stabbing may well be gang-related. investigators want to know how a man's body ended up in the waters in richmond. the body was found in the water near cutting boulevard yesterday afternoon. investigators don't think his

death is suspicious. they are calling it an unexplained death at least for now. a brave 9-year-old girl who survived the car crash walked a mile in the dark to try and save her father. the car crashed 200 feet down an embankment in los angeles county early yesterday morning. the girl got out and found a home about a mile away but no one answered the door. she then walked back to the car to check on her father before climbing up a steep cliff. the girl flagged down a driver who called police. she walked quite a distance in a very, very threatening environment. very black out here. very dark. it's very steep. it's brushy and there's also coyotes in the background. >> tragically the girl's father died. the girl was flown to a hospital and is said to be doing okay. the chp is investigating whether alcohol played a role in the crash. 7:51. a very emotional memorial

stickers. let's go to a picture that was provided by the family of the car that was stolen, apparently from their driveway. there is a man seen in that picture but that's not a suspect. that's just a picture of their own car that was stolen out of their driveway that right now police are looking for and hope if anybody sees, to please -- sees it, to please call them. the baby girl, 11-month-old gabriel quintero, was strapped in the back seat. apparently the car was warming up, and either the mother or the father, somebody went inside the house. when they came back out, that jeep was stolen. and they are frantic. so we do have a photograph of the little girl. we want it show it to you. this is 11-month-old grab

robbery and shooting yesterday. hours later, authorities were led on a high-speed chase. we caught it on 880 in oakland late last night. police tried to pull the driver over in hayward for a dui and reckless driving but he sped away. they went through san leandro and through oakland. that car spinning out of control on 580 nene harrison and park. officers say people in the car were throwing things out onto the roadway. they never found those objects. they did do a traffic break there. but officers did find weapons inside the vehicle when it finally stopped. >> there was an earlier incident at tenmy son involving -- tennyson involving a vehicle. we're still investigating whether that vehicle was involved. we're still investigating that. >> reporter: that man driving

with his wife and child was struck by a bullet and taken to the hospital. he's expected to survive. a hayward police officer tweeted around midnight that they had three suspects in custody after a high speed chase who were involved in a san jose armed robbery and shooting. we've been in touch with the police. but as you can imagine they are very busy with that amber alert. we're live in hayward, tara moriarty, ktvu channel 2 news. 8:05. this is the week that opponents of california's ban on gay marriage have been waiting for. starting tomorrow, the u.s. supreme court will hear two cases regarding gay marriage. ktvu's brian flores is here in the studio to tell us about the events planned leading up to the hearings. >> reporter: no question. this is a big week for both sides in the debate. there are several rallies scheduled from here to washington, d.c. in san francisco, they are holding a rally starting at 6:30 p.m.

at castro and market streets. and in d.c. police are lined up in hopes of getting one of the 250 seats set aside for the public. the justices will hearing the arguments on proposition 8 and on wednesday, the marriage act. we spoke to the two plaintiffs in the case. they say they plan on being at the hearings in d.c. they've been together for 13 years and raised four boys and say now is the time for it to be overturned. >> it's exciting and interesting but we feel like we represent the faces of many, many other people. we're just humbled by that. >> reporter: supporters of proposition 8 say that the court should leave it up to the public and its elected officials to decide the policy. >> marriage matters and exists to connect men and women together as husband and wife for any children they produce.

and southbound caltrain delayed because of a fatal accident that happened this morning in mountain view. train northbound 211 did strike and kill a male pedestrian. we have that confirmed with caltrain. now, this intersection was blocked for a while. it looks as if the traffic is beginning to move through but the caltrain service is very much delayed. stay with ktvu. we'll let you know more about the developing news in this situation. a powerful snowstorm is moving toward the east coast this morning. this is what it looked like in kansas and missouri, where up to 9 inches of snow fell over the weekend. in parts of denver about a foot fell. hundreds of flights have been canled or delayed from colorado to the midwest since saturday. >> it's crazy. i'm stick of all of the snow. i was ready for it at christmas. but now i'm over it. [laughter] >> 3 to 8 inches could fall in

parts of pennsylvania today. if you have a flight scheduled today, you might want to check the status before heading to the airport. firefighters are keeping an eye on a wildfire in florida that destroyed one home and damaged at least nine others. the fire is burning in fort pierce, south of orlando. at one point, 2500 people were evacuated from their homes. people said the flames were several feet high and they could feel the heat as they were leaving. there's no word yet on how this fire started. crews will remain on scene to monitor hot spots. bioterrorism labs here in california and all over the nation are being closely examined after a federal watchdog group claims the employees and the public are exposed to security and safety risks. kyla campbell is in our washington, d.c. newsroom now with the details of that report that just came out this morning. kyla? >> reporter: uc berkeley has a high level bioterrorism lab but that report out this morning

does not specifically list the labs that it says could be putting its workers and surrendering communities at -- sour rounding communities at work -- surrounding communities. there are labs that study this. the government accountability office released a report this morning saying one single government agency should be in charge of inspecting the labs to make sure they are safe and security after they discovered anthrax and other bioterror tools have been transferred to unauthorized facilities and workers at multiple labs around the country have expired security risk assessments but the feds say there's already enough protection. the department of agriculture and cdc monitor most of the labs, and they say there's enough overlap to keep employees and the public safe. the government accountability office says it will continue to push the federal government to come up with national standards for all of these labs and will

push for one agency to be involved in all of them. kyla campbell, ktvu channel 2 news. 8:17. american women are bread winners in more families these days, according to the census. here's a new report that shows only one partner in a marriage works 23% of the time it's the woman working. that's a record percentage. and it is up from just 6% in 1976. when both partners are working, the woman earns more money than the man 28% of the time. that's a 12% increase in the last quarter century. social resources say that's a reflection of women earning more than half of the college debris that are handed out. the alameda county administrator has a lifetime guarantee on her salary. that person earns more than $420,000 a year. according to county pay records she learns a base salary of 301,000. she also has a guarantee to

make 10% more than anyone else in the county. right now, it's worth $24,000 a year. other compensation includes annual performance bonuses, car allowances and a longevity pay because she's worked for the county for 38 years. this morning, the city ofstocken to is taking its bankruptcy case to federal court. stockt will become the largest city in the country to go bankrupt. if the court finds the city has done everything possible to pay its debt. stockton has nearly a billion dollars in debt due so civic improvement, mandatory pension contributions and the most generallerrous healthcare in the state. stockton faces another -- generous healthcare in the state. stockton faces another fall on the 1st. the sacramento bee reports the plan to save the sacramento

kings rely the mostly on money from parking -- relies mostly on money from parking meters. the city says they can raise by borrowing from you future revenue generated from the downtown garages. billionaire ron berkele and two other investors are trying to stop the kings from moving to seattle. starting next monday, police all over california will be cracking down on you drivers using hand-held cell phones. statewide police issued more than 425,000 tickets for people talking on hand-held phones last year. they also wrote another 21,000 tickets for texting while driving. both have been illegal for five years. the crackdown will continue through all of april. carmakers have something else to be concerned about this morning. there's a new study that shows

teenagers are foremore focused on having the highest-tech devices than the cars. a study shows nearly half teenagers had a driver's license. that's dropped 38%. they say they get the freedom from electronic devices the kids used to get from having a driver's license. aaa is reporting gasoline prices are down slightly. as usual, san francisco has the highest average price locally, $4.14 a gallon. all of the gasoline prices are down about a quarter from this time last year. 8:20. despite recent budget cuts. good news for some community college students. what city college of san francisco is planning to offer its students this summer. we're looking outside our window. this is what your sky looks

plans to double. the extra classes are being funded with money from proposition 30. enrollment management was one area that was received from the's crede dation last summer. a final decision could come in june. oakland's american indian model schools plan to appeal to the county and state boards of education for a new charter. last wednesday, the oakland ub fid school district voted to close the three high-performing chatter schools. the transbay authority due to vote on a new design for the transbay transit center in san francisco. the building was originally supposed to have a glass exterior but that was canceled because of safety concerns.

moon bay. ktvu's pam cook is in the newsroom with more on this missing person's case. good morning. >> good morning. carlos lopez and a friend had just finished a lunch shift and headed to the beach for some exercise. his friend only speaks spanish. but he says they were playing soccer near the water when suddenly lopez disappeared. lifeguards from california state parks searched the waters for more than two hours but no signs of lopez. >> it was a dead low tide. so all of the rips which were every 200, 300 yards were sunk in hard. pretty dangerous. people got knocked down out there and the water takes control. >> this was at roosevelt beach near pillar point in half moon bay. this morning, the coast guard said there's no active search for lopez at this time unless there's a major new development

in the case. now, i just got off the phone with the coast guard. no update on the search right now. they do tell me that officers are in the process of notifying family members who we understand are not in the bay area. live in the bay area, pam cook, ktvu channel 2 news. 8:32. police have arrested a woman in connection with a hit and run that killed a bicyclist in oakland over the weekend. officers found the victim on peralta about 10:20 saturday night. the "tribune" reports the driver returned to the scene a few hours laterrage was taken into custody -- hours later and was taken into custody. we don't know the names of the driver. a popular san francisco nightclub will remain shut down after a weekend shooting. it happened early saturday morning at the 330 club near at&t park. three men were shot following a heated argument inside the club.

one victim was listed in critical condition but has been upgraded to stable. police are checking surveillance tapes as they search for suspects. 78:33. sheriff's deputies in san mateo county warning residents about a rise in so-called door knock robberies. authorities say thieves knocked on the door floor. if someone answers, the burglar asks for directions or a random name. if no one answers, that's when the burglars break in. the sheriff's office says you should call 911 if a stranger comes to your door acting suspicious. a bomb scare in a los angeles shopping mall caused chaos. it happened yesterday around noon after a man told police he thought someone tampered with a briefcase in his car at the beverly center. there was an announcement to evacuate that mall and people were stranded for hours because they couldn't get near their cars. a police robot later blew up

the briefcase. shoppers and the store employees were not allowed back in follow several hours. 8:34. b.a.r.t. says expect mid-week delays in the transbay tube for the next year. starting tomorrow, earthquake safety work will cause b.a.r.t. delays. trains will slow down because the work requires special equipment. b.a.r.t. will do the work on tuesday, wednesday and thursday night to lessen the delays, the work will continue through the spring of 2014. after seven years of construction and spending millions of dollars, the new devil's slide tunnels could open as early as tonight. alex savidge is live in pacifica where a ceremony is being held. >> reporter: we're inside one of the two new tunnels that will take drivers around the notorious devil's slide, an area that's been known for crashes and closures for the last eight years. get a look at the tunnels. they have new futures carbon
